Commissioners OK LERTA: Could bring 125 jobs to Jersey Shore | News, Sports, Jobs



With the Lycoming County Commissioners’ approval of a Local Economic Revitalization Tax Assistance (LERTA) ordinance, aimed at offering tax abatement for a possible expansion program at West Pharmaceutical Services in Jersey Shore, two of the three taxing entities associated with the property have signed on in support of the project.

The tax abatement offered through LERTA is over a seven-year period and begins when construction of the expansion at the site is complete and applies only to the addition to the current facility which is located on Oliver Street in the Jersey Shore borough.

Properties involved in the seven-year tax abatement program are along Poplar, Oliver and Locust streets.

For the first two years of the program, taxes are abated at 100%; 75% for years three and four; 50% for years five and six; and 25% for year seven. After that, the properties would return to the tax rolls.

Executive Director and CEO of the Williamsport/Lycoming County Chamber of Commerce Jason Fink, on hand at the commissioners meeting this week, commented on the company’s possible expansion.

“As we’ve talked of at other meetings, not only here, but with the borough and at the school district, this is a project that they are looking at sitting here in Jersey Shore or at their facility in North Carolina. One of the things they asked us was to see if the communities would be in support of LERTA,” Fink said.

“They are looking at somewhere between a $65-$70 million project, investment-wise, and they’re looking at adding somewhere in the neighborhood of 125 jobs to the Jersey Shore plant,” Fink said.

The Jersey Shore School District last week approved a resolution in support of West’s request for LERTA and the borough is expected to vote next week. West is expected to make their decision on the chosen site sometime this month.

In other business, the commissioners were told that the county will be requesting bids for an Epoxy overlay project for a bridge over Cedar Run. The application of the Epoxy overlay is a preventative measure intended to preserve the surface of the bridge.

Action items approved by the commissioners included: an amendment to an agreement with PennCore Consulting, LLC to extend an agreement; an agreement with Northwestern Pennsylvania Autopsy Pathology Services for the Public Defender’s Office for an upcoming trial; a contract with LC Masonry to repoint bricks at the Lysock Building; a change order with R & L Development Company for UGI trenching at the landfill property; and an agreement with Clear Vision Residential Treatment Services, Inc. for housing adolescent females through juvenile probation.

Commissioner Scott Metzger announced that the appraisal of Executive Plaza has been completed.

“We will be having a discussion on how we move forward to address the appraisal and move forward with our future plans,” Metzger said.

The commissioners have expressed their desire to move county offices from the 330 Pine St. location to Third Street Plaza, 33 West Third St., for some time.

The next meeting of the commissioners will be at 10 a.m. July 14 at the Commissioners’ Board Room, 1st floor Executive Plaza, 330 Pine St.
